If you are in a Royal Suite or higher you get free specialty dining. Otherwise you have to pay, unless you booked before January 1, 2016. If you did book prior to this date you get 1 or 2 nights free depending on the length of the cruise.

There are often discounts available, especially on the 1st night. Don't be shy about asking for one.

If you plan on having dinner multiple nights in a specialty restaurant you can purchase a specialty dining package. In our case (13 night cruise) we purchased a 4 night package for $120. We purchased it in the terminal prior to boarding. We also had 2 specialty dinners as a perk.
