Booking a suite for 2 people, is it possible to add a 3rd?

Booking a suite for 2 people, then possibly adding a 3rd person at a later date before sailing, is it allowed?

It depends on whether the suite accommodates 3, and if there is still capacity on the ship. If there are a lot of 3rd/4th passengers booked into cabins, the ship could be at its lifeboat capacity.
