bus/panam pier

Has anyone heard of a public bus that takes you from Panam pier to old San Juan?On ncl they claim that there is a public bus.

I have not seen a public bus near the ships---I did see a public bus stop by the entrance to the port area-----the port entrance is about a quarter mile walk on a busy road with no sidewalks for most of the way----do not know where the busses went to but seemed to be heading towards the old san juan port area
