I do not doubt what you saw but the rule is" The Steakhouse With an elegant, but fun-filled, relaxed and somewhat casual atmosphere and a menu that includes steakhouse favorites, the Steakhouse is guaranteed to be a favorite dining spot. Guests can take in the atmosphere and enjoy the amazing culinary creations of our chefs. The Steakhouse is open daily, 6:00pm-9:30pm. The dress code follows the dress code specified for that evening on board; if the evening is specified as Cruise Casual, shorts are not permitted. I too have seen them but they are prohibited under the dress code. On our last visit when I called to confirm the reservation they specifically said no shorts. I don't doubt that it happens. If you have a reservation for the first night, including attire that is within posted rules in your carry-on luggage insures you will not be breaking any rules.
