Can a travel agent book a land based casino voucher

I received a voucher for a comped cruise from a land based casino on Norwegian cruise lines does anyone know if the travel agent I use can book it for me or do I need to go through NCL casino at sea ?? I am getting different answers from NCL cas first rep I spoke to said yes a ta can book the voucher I called back with a question and that rep said no I need to book thru cas only

When I get these, the casino is listed as my "agent" on bookings, so my guess would be no, but I don't know for sure because I've never tried. I always just call the number on my voucher if its voucher based, or the casino brochure if its reward tier based, and never had a problem, I have booked 2 land based casino comped cruises this year and one more for my fianc?. It's very easy and no catch.
