Price went down (not base price, but with promotion)...can it be changed?

If the base fare of the cruise did not go down, but total price did go down with current promotion, can the reservation be changed to the cheaper price? I would have to use my TA, I realize, but wanting to know if it's even possible. Other alternative would be to cancel and rebook, but then not sure how the deposit will work (if it can transfer over or not).

Yes, it's possible to get a price drop if it's before final payment date and you're booked under US/Canadian rules.
