When is a sale not a sale?

I am not a first timer but I am a haven't-cruised-in-a-long-timer. I booked a cruise directly w/RCL and when I clicked on the breakdown of the cost per person there was a "regular price" then a 30% off sale price. I then found the same cruise for $100 less PP, plus I got $100 OBC (total not PP), w/one of the online TAs that you see when you use CC's "Find A Cruise" feature above. So I canceled the direct and rebooked with the TA. I checked the TA's site today and my cruise is ten dollars more PP with the current "sale." So my gut feeling after all of this is that RCL has an "actual" price but nobody ever pays it b/c they have perpetual sales. Is that false advertising? Maybe, but the actual price I am paying is very clearly set out, as are all the taxes, fees, etc., so I can determine if what I am paying is worth it to me.
