Gibraltar has been known as a "low prices" port and the barter system is in full effect. I am booked on Norwegian Spirit for the April 2018 cruise which goes to Gibraltar, this is specific question that should be directed to the cruise consultant of NCL or whichever company you are cruising with Please post your findings. fishywood Posted June 5, 2017 #3 Share Posted June 5, 2017 Gibraltar will be considered the "required" (for EU tax purposes) non-EU port call on your cruise. Thus on board purchases rung up while the ship is in international waters will not have VAT added to them. Though while docked at an EU nation port call any drinks or other purchases made could still be subject to that nation's VAT. But all the cheap cigarettes and booze from the duty free shops will be VAT-free, which as you correctly theorize is only possible due to the call in Gibraltar. Turkish ports (Istanbul or Kusadasi) used to meet that requirement but with issues in Turkey they have been replaced by Kotor, Montenegro or sometimes Sarande, Albania.
