I'm sure if it is something real big, or you are bothering other passengers, they may say something. If you want to know for sure, I would suggest an email to Royal Caribbean. Have a good cruise. I'd say yes to dive-sticks or splash balls (size of softballs) but no to noodles or floats. Remember, too, that you'll probably be visiting the beach during your island stops. I would agree though that the pools are normally crowded and you may find some pretty unhappy cruisers if you bring any significant pool toys.
