Is Sushi on 5 Open on Day of Boarding?

We got on the Millennium at 11:45 am yesterday. Sushi on Five was not open until 3:00 pm. I was in a wheelchair and was wheeled there to check it out. Quiet and dark. The wheelchair attendant phoned Guest Relations and were told that, except for Concierge Class, only the buffet was available. We are Aqua Class this trip. This is the first time in 30 cruises on Celebrity that we haven't had an alternative to the buffet upon embarkation.
