My recollection is that RC said the new room service charge included gratuities, but I cannot find anything in writing to back that up, so I have to say I don't really know for sure. I usually give them a $5 anyway. I see on the RC site that an 18% gratuity charge is ALSO added to this amount. I'm assuming that I'm not going to give anything more.
