Paynes Bay? Is this a good beach to snorkel with the turtles.

Is Paynes Bay a beach that is close to the cruise ships....would it be a great place to hang out for 1/2 a day...Is this the beach were you can go snorkeling with the turtles? Also are there restaurants in this area for lunch.....
