No, that’s not correct. They are in the mailboxes on the ship. FTTF along with Platinum and Diamond are ready at embarkation. Everyone else’s around 1:00PM.

FTTF guests will board after Priority guests, and their S&S cards will be located in the mailbox outside of stateroom as soon as the room is ready, which in FTTF case will be upon boarding.

You will use your boarding pass, with barcode printed on upper right, to board the ship and make any purchases until you get your S&S card.

S&S cards are no longer distributed at the terminal for any guest.
