Do Cabins open up after Final payment?

We're debating upgrading to a suite on our February Freedom sailing, what's the chances that closer to final payment more will open up from cancellation/ non-payment?

This is always a possibility since a small deposit no longer reserves a suite/stateroom. It is anyone's guess if it will happen on a particular cruise or not.

As mentioned, it is a possibility but with the non-refundable deposit situation, the likelihood of GS and above suites coming available is somewhat diminished. Travel agencies will also return unsold blocks of cabins around the final payment time frame so that might be a source of additional, available cabins.
