Booking cruise from another country

If I live in Country A, can I book a cruise from the Country B NCL web site? If the answer to that is affirmative, can my PCC transfer the booking to him/herself so that they get credit? (I have booked via the NCLO web site when my PCC was on vacation and they were able to transfer it.)

 

The question behind the question: I like the NCL price/perks available to my cousin who lives abroad. She could book for me but I'd rather do it myself in case I want to make changes. I also would like my PCC to get credit, since she worked on my current booking.

I'm sure you can book using whatever country's site you want. I am not sure if you can transfer it. Just be aware that if you live in the US and book on the UK website you are tied to their terms and conditions which I believe are not quite as consumer friendly as the US ones.
