Upgrading Refreshment Package Drinks to Ones with Alcohol

Recently I've seen several references to people who have the Refreshment package paying a reduced rate to upgrade a non-alcoholic beverage to one that includes alcohol (example upgrading a Virgin Pina Colada to one that includes rum and paying much less than if they had ordered a regular Pina Colada).

 

Does anyone have experience with this? Is this just a random internet rumor that someone's friend of a friend's cousin did?

They will sell you a shot for around $8-$9. Pina Colada is normally around $12.
