Visa for Mexican Riviera cruise for non U.S citizen?

My in-laws are visiting us next year from China for a couple of months. We want to send them on NCL from L.A. to the Mexican Riviera cruise vacation during that time. Do they need a tourist VISA to Mexico? We've heard different answers, the Mexican Consulate was not very helpful (she was unsure); and an NCL rep deferrred to answer to the Consulate.

Any thoughts appreciated
