Trying to plan our budget and make sure we have enough euros with us on our stay in Barcelona prior to our cruise. Anyone have current estimates on taxi rates for 4 people? Are they flat rates or metered? Thanks for any info you can share.

Taxis are metered in BCN. There are additional supplements for luggage, cruise port, airport, Fira center & train station. Standard taxis hold up to 4 passengers and the rate is per taxi, not per person.
