Young Adult Alcoholic Beverage Waiver

Do the parent and 18-20 year old need to be booked in the same cabin/reservation for the waiver? Or does the parent just need to be on the same sailing? My mom and her husband are on one reservation, and my brother and 21 year old friend are on their own reservation. Just want to confirm so I don’t get his hopes up. Thank you!
