You can use ship wifi to make calls via google hangouts or other wifi based phone service. Wifi was available at all times on the ship. I had 100 minutes "free at sea" and used that $75 credit to upgrade to unlimited wifi for the duration of the cruise (though it expired by the morning of disembarkation).
