I think you can if it is over 6 months until departure, under 6 months you can't.

I think it's okay before "final payment". People can always cancel and rebook too.

I only say that as the payment screens dropdown menu had the option until we passed 6 month, then it got greyed out, I had planned to buy a certificate on my next cruise to part pay my 2019 cruise, but as it appears to have vanished I might not bother now.
