Happened to me with NCL. The way they handled it was if you booked before the effective date, you were locked in. If you booked after the effective date, you paid the new rate.

Is this something new?  I'm not sure the 2016 policy is  in effect today.

 

I am also sure it is all or nothing as of today!👍
