Voom Surf or Voom Surf & Stream?

I've read prior posts but am still confused what I need.  My family will be on a 5 day Brilliance of the Seas cruise and my son wants the Internet to Snapchat/twitter/iMessage and generally surf the web.  Streaming movies is not important but Twitter and Snapchat is very important.  So is Voom Surf enough or does he need the stream option too?  Also, I've read on some ships, texting works at no or very little cost.  Is this true on Brilliance?

No need for Stream if there won't be any video streaming.

 

Brilliance has not been reported to  have holes the texting holes in her firewall, so no free access other than some of Royal's websites.

Once the RCI app is available and has the chat functionality enabled, you'd be able to chat/text with each other on the ship.
