Can I substitute another person on a booked room?

 Hello, Critics.

 We are sailing the Escape out of NY on Feb. 3rd for a 14 day family adventure. My mother booked a balcony room solo (single passenger). It is now unlikely she will be able to go now due to a health concern. My sister in law may want to go in her place. Before I call, does NCL allow a "passenger swap" of the room? Or is it easier to just add her to the room, and mom just becomes a no show? I would think that sis-in-law would have to pick up the additional taxes and fees.

 Also, I paid an outside travel insurance firm $$$ that would cover the trip expense if mom doesn't go, so not all is lost. Just trying to make this less painful because I'm sure putting in for a travel claim is got to be a pain in the A**. Let me know what you think. I know one thing, I'm going....

I never had a problem changing people in cabins and then changing that person to the primary person. Some Cruise lines charge for a name change I am not sure if NCL does, but from past experience with NCL they have not charged for those changes.
