With difficulty.  Not just Cienfuegos but throughout Cuba.  You need to buy a wifi card (1 CUC per hour) and use the scratch off code to login to wifi hotspots around town (you will see where people congregate) or at the local cuba telecom offices.  It is much easier to get wifi on board your ship.
