Excursions with 15 and 18 year old girls

Was wondering if anyone knew if I must go on excursions with my 15year old daughter or can she go with her 18 year old sister? We're on Vision of the Seas to Mexico.

I wouldn't let the 18 year old go off on her own, much less let the 15 year old go off with only the 18 year old. You are asking for too much trouble. And I'm pretty sure they wouldn't let the 15 year old go on a ship's excursion without a person over the age of 21 with them.
