Majesty-access the helipad?

Can anyone tell me if we can access the helipad at the very front of the ship on the Majesty?

The Majesty doesn't have a helipad.  Up front is where they have the ropes and anchors (you can see them from deck 7).  And due to the work that is done in that area, passengers are not allowed.
