Because they are in your room. The whole ship has cameras everywhere except in the staterooms and in the public bathrooms. In all the hallways they are monitored 24/7 as well as the outside of the vessel. So if someone broke into your room via door or climbing over balcony they will be on video. And being on a ship their escape route is hampered to say the least. We put fairly large sums of money ( to us) in the safe and have never had a problem. All it takes is for a room door to be open while the housekeeper is working for someone to gain access. I've never had anything stolen either. That doesn't mean it can't happen. Even if you have chips and play more than one game the same night, buy in with cash at every new table. That way, when they swipe your Sea Pass card and log what you bought in for, they will think you are turning more cash than you actually are. That said, unless we are talking about a large sum of money I don't think there is much risk with just carrying it on board and storing it in your safe. I'm also reasonably certain guest services would be ok with you making a payment as soon as you get on board and then you could take the funds out from that. I've carried 60-80 $100 in my pocket without issue on two separate cruises. When I wanted to go swimming I put the wad in my camera case that I left on top of the dresser and didn't think twice about it. When I went on an excursion the bulk of it was left in the room....in the same camera case completely unattended for *gasp* several hours.
