The thing is, many of the larger travel agencies (or networks of agencies) are setting up "group rates" on pretty much every popular sailing.  

So the rates that they are offering CAN be lower than the RCI rates, because they are, indeed, group bookings, even though it's not any type of "official" group -- if you book that cruise, you can be in a "group" (for booking purposes) with a bunch of other people that you don't even know and may never even meet!
