Rhapsody Drink Package (out of Venice)

My husband and I were just on an Anthem cruise out of Barcelona and when we were ordering drinks (we did not have the drink package), on top of the 18% gratuities they always add, there was an additional 15% tax.

 

In a couple months I will be going on Rhapsody out of Venice and am curious if anyone knows if an additional tax applies if you are buying drinks on that particular cruise (Greek isles)?  If such a tax does exist for this cruise, is it already in the amount if I were to buy the drink package or would I be charged that tax every single time I get a drink?

We had the drink package in October 2018 and didn't pay extra. There is something concerning payment of VAT when the cruise is an internal EU cruise. We stopped in Montenegro, and this is not part of the EU.

If the cruise only calls at EU ports then cruises from Spain and Italy will have the extra VAT added.

If the cruise calls at one non EU port then there is no VAT.  Non EU ports currently Kotor, Gibraltar, Canary Islands, Channel Islands, & Norway

You won't do.  One of the benefits of prebuying the drinks package.  Items in the shops will not be cheap though (like perfumes)
