Southampton Departures and Refundable Deposits

So I did a search and didn't see anything on this. I am booked on the 8 Night Northern Cities Cruise out of Southampton on May 29, 2020. I booked this cruise last Sunday, 9/29, paying an extra $300ish for the refundable deposit because I am not 100% sure yet. 

 

I checked prices last night and noticed that the same cruise was automatically stating "Refundable Deposit" as long as I was trying to book a Junior Suite or lower without having to click the box and pay the extra fee. Today, I tested it again on 3 different cruises all out of Southampton and had the same result. When I tried it on a cruise leaving from Spain or any other European port besides Southampton, it automatically priced it with a Non-refundable deposit. 

 

Is there something going on in the UK that Royal had to change the Non-refundable policy for cruises leaving from Southampton?
