Fee to cancel before final payment

I agree.  Our TA always reminds us of the passport requirement, cancellation policies (in detail) and the like.  This even though she has booked our cruises for a number of years and she knows we know -- but she tells us anyway.

 

If your TA (assuming you use one) doesn't do so, perhaps you change change your TA.  (This is a general comment -- it is not DIRECTED to anyone personally!)
