Newbie with dining reservation question

We are cruising Feb 2nd and have two dining reservations made. I wanted to change one of them and notice the restaurant we want only has very late times available. 

 

I'm thinking to try once we get onboard. Is there a central place to make dining reservations or do I need to go directly to the restaurant we want?

There is always a spot set up to make/change dinner reservations. When you board ask a crew member.

most of the time there is a section for dining reservations by the end of the actual service desk

On some ships, they set up a special desk near one of the specialty restaurants with all the current menus and make reservations for you.
