Surcharges?

I have read that Adventure of the sea charges surcharges at some of their dinning room? What is this all about? Is it a one time charge or everytime you visit that resturant? Thanks for your help.

There is a $3.95 per person cover charge at Johnny Rockets and it costs $20 a person to eat in Portofino, Adventure of the Seas alternative restaurant. Meals in the main dining room and the Windjammer Cafe and food in Cafe Promenade are included in the price of your cruise. 24 hour room service is also included in the cruise price.
