Many of the Victoria stops are quite short, so people tend to use ship's excursions to be sure of getting back on time. Also, a lot depends on what you want to see. Butchart Gardens is very popular but is a 45 minute drive each way from the cruise terminal. Downtown, on the other hand, is in easy walking distance and has lots to see and do.
