I was referring that the mass layoffs in Florida would be a sign for the rest of the the cruising population that cruising won't start up anytime soon since Florida is a major cruise embarkation state.

Yes, exactly. RCCL emphasized that many were "permanent" layoffs as opposed to temporary furloughs.

At CCL, the quarterly SEC filing in April said:

"We currently estimate the substantial majority of our fleet will be in prolonged ship layup."

These are hugely important signals about which way the industry itself sees things going in 2020 (and very possibly into 2021).

You can believe the statements in the SEC filings much more than the cruise lines websites, marketing departments, press releases and customer service reps. There are legal ramifications for intentionally misrepresenting something in the SEC filings. The cruise lines all know things will not be back to “normal” for a long time, if ever. Otherwise they would not be maxing out credit lines, issuing debt at double digit interest rates, issuing stock at low prices, looking to sell part of the company to private equity firms, etc.

It’s amazing to me how many post they believe they will be cruising as usual in the next few weeks or months. I saw one post from someone booked on an NCL cruise on May 20 and they said their NCL rep assured them they would be sailing on their cruise with no issues. The poster said they believed the NCL rep over any other information on a website, news report or posting on a cruise forum. A Customer Servive Rep for a cruise line is just following a script and will usually be the last person to know when changes are made.
