These numbers do continue to change up and down as new cases are added or investigations determine a 'likely' source. It is difficult to put community transmission into the timeline and health authorities may never even try, however I am pretty certain (wink wink) that it would have been in February. That appears to be current figures so bears no relation to the situation in early March. The key dates are those just before Ruby departed and the total confirmed cases for those dates were 6 March - 63, 7 March - 74 and 8 March - 83. Those cases are Australia-wide not NSW.
