From what I have read, the FCD for UK residents has a short expiration (one year?) and is not refundable. We (USA residents) made an FCD in 2017, which had a four-year expiration date and was fully refundable if unused during that time period. We did not try to obtain a refund prior to expiration...Actually, we applied it to a voyage next summer (2021)...so I do not know if that would have been possible.
