Yes and no.  Do Cove Balconies get a little wet?  Yes.  The front of the ship ones can get some ocean spray on the balconies.  No biggie.  Never had issues with Mid-Ship Coves or towards aft coves (other than being under the galley).  If there is a storm with rough waters, they close the cove balconies off and seal them.  Very rare.

Something else to keep in mind. Whenever the crew is scheduled to wash down the sides of the ship, and you are in a balcony cabin, you will get a letter ahead of time notifying you of this. Your cove balcony may not get wet from the waves, but they will definitely get wet when the ship is being washed. Fair warning! Do not leave any foot wear on your balcony, or you'll have wet shoes to deal with. I speak from experience. 😉

We've been in a cove balcony quite a few times. Like BrotherCraig, we always get midship and have never had any waves come onto the balcony. We have sailed through a tropical storm (with beachbum53!)  and sat on our balcony and watched the waves and the weather. No doors were ever closed around us.

Very true.  We had that happen once.  The room steward came in and mopped out the balcony for us.
