What's the situation with Epic 2021.11.20 Rome->New York, inside/balcony sold out?

On the 2021.11.20 Epic transatlantic sailing, the insides were sold out for some time, and now balconies are sold out, only club balconies and havens available.  My TA says sometimes it's the North American inventory sold out but European (or elsewhere) may still be able to book.

What is the capacity control on this sailing?  By not having the lower cost cabins available, NCL can be missing out on some possible cruisers as not everyone can afford or want to pay for those higher price cabins.

We're on this sailing, and were told the specialty restaurants will be open for booking at 120days out.  But they are still "not available to book".  So we're wondering what's happening with this sailing.

We are all booked for the restaurants and shore excursions but will have to cancel due to NCL not recognizing mixed vaccines.  There could be a few cabins coming available soon, ours for one.

Oh, you could book restaurants.  It's always "not available to book" for us.

For Europe embarkation, isn't NCL using European standards (allowing mixed vaccines)?

My cruise in September stopped selling inside cabins (there were plenty, then they're weren't) until after final payment. Now it says limited availability. I don't blame them wanting to sell more expensive cabins if they have to decrease passengers.

We cancelled this cruise and our Haven suite was only up for grabs for a day or two.  Looks like a popular cruise.
