I was generalizing.  My bad.  That said, I've been told that some absolutely have to book balconies (of any kind, Haven or not) because they need that space away from all those annoying passengers in steerage.

NCL's policy is that balcony dividers can not be opened for fire safety. That is the policy.

 

You will see all kinds of posts about people bribing room stewards to open the dividers and passengers calling and talking to the captain for an exception. When you are in port, maintenance workers will open and close dividers to walk the length of the ship and wash down balconies. So, even if you get it open, they will be closed when maintenance is done.
