Meraviglia stairways

Hello, does anyone out there know if at the back of the boat if the stairwells there are for passengers to go up and down inside?  

 

I was wondering if I could take the stairs up to the buffet from deck 11; it seems they come out right there on the corners.   The deck plans don't seem to make it out too well from what I can find.

 I have stayed in the aft cabins on this ship and those are crew stairwells if we are talking about the same thing/area.

Only option was to walk the maze back to the main stair and elevator bank.
