Delaware is the same...all non-smoking and always packed. Likewise for all of the non-tribal casinos in South Florida...smoke free and always busy.

Still an extreme minority. If they aren't old enough to drink, gamble, and cruise by themselves, or don't have the disposable income and time to do all 3, does a cruise line care?
