Closed loop cruise birth certificate question

Hi and thanks for any assistance.
DD lost her passport just before our cruise this Saturday.  She will be cruising with BC and ID.  We also have a cancelled PP to bring.  
Question is are passengers on a closed loop cruise with just a birth certificate and ID allowed to disembark the ship to visit St. Maarten, or will we need to stay onboard?  This is the only port on our itinerary that might be an issue.

Bring a copy of the marriage certificate if the license and birth certificate don’t match. They only check your ship pass when you reboard in st Maarten.
