If Celebrity does not give you a definitive procedure - a contact person, a phone number - then the best you can do is start by contacting the front desk of your hotel. They have probably dealt with the question before and may have instructions from the health department about where to direct people. If not, they probably have a doctor on call who treats their guests.  He should be able to advise you and may even be able to provide diagnosis/do not travel orders required for insurance. Celebrity will also want documentation, no doubt, in order to issue FCC.
