Independent excursions in Europe now

Is it only Italy that doesn’t let us tour independently? 
I had booked NCL excursions for every port of my Dec 5 TA except Lisbon.
But I still have enough fare on my transportation card for Lisbon from my month there that I was planning to go back to my favorite winery in Belem for another tasting. Now I am not sure if NCL is allowing independent travel

As far as I’m aware Italy has been the only European country that required ship tours for a while now (maybe ever).

 

From the NCL site:

 

† Due to local government regulations, guests are required to take a Norwegian Cruise Line shore excursion while visiting Colón, Panama; St. Kitts and ports in Italy as guests will not be allowed to explore on their own.”
