What time to pick up car rental- PoA ?

Hello all!

 

After reading the itinerary for NCL's PoAloha i'm trying to figure out what the best time to schedule any tours/rentals would be. For instance, the schedule says you ARRIVE in port at 7am. Is that the time you can get off, or do you have to wait? We will most likely be in the first group of people to leave the boat so would 7:30 be a good time to pick up the car? TIA!
