It may depend on itinerary but last week we were on local time except for Puerto Vallarta, which was an hour off.  So we set the clocks ahead 1 hr and kept them there until our return.

So were you at Puerto Vallarta from 12pm to 8pm ship time as the itinerary shows?  in which case it is really 1pm to 9pm Puerto Vallarta time?

Yes, we were on Bliss last week. They both announce and leave a note in your cabin about changing time both on the day you go forward and the day you go back. You stay on ship time in port, so ignore the local time. They tell you on port day what time you have to be back on board and there is a sign when you get off too. Don't worry about it. This is one thing they were good at communicating.

Looking at the Freestyle Daily, we were there 11 to 7 "ship time" which would have been 12 - 8 local.  All aboard 6:30 (7:30)

I don't know if we got in early or if the port times listed on the itinerary are based on correct local time.  Makes it hard to figure out if you are planning a private excursion!

Is this announced or written in the dailies? We are on this cruise (leaving Sunday) our itinerary shows 9am - 6pm in PV

Yes, it is announced in the dailies.  It's not an issue unless you are planning a private excursion.

Our original itinerary said 12 - 8 but we were there 11-7 "ship" time.  It's up to the captain whether or not they change the time - it's not uncommon to not do a time-change if it's for a single port.

Yes, we usually do private excursions or venture on our own.
