I've not seen pax up there, but seems like someone mentioned that a crew member took them out there once. General answer to your question is "no." The only time I've seen it open to pax is when we were in the Panama Canal, and the ship was moving slowly, so the wind wasn't a problem. If you go to the entrance to the gym (forward, Lido deck) and bear to starboard, there is a corridor that takes you to a small forward deck in front of the gym just above the wheelhouse. However, on the Oosterdam it was open during out visit to Hubbard Glacier. I have also had it open during a Westerdam call at Half Moon Cay.
