HC balcony room

Normally I pick my own room when cruising but this time I decided to let Royal pick the room. So today I was finally assigned a room and it is a balcony handicapped room. Do they normally assigned these rooms to people that do not need them? I am wondering will they change the room or not when we check in at the port. I prefer not to have this room if someone else need it.

You can select another room in that category.

They will only assign it if nobody in need has requested it.  

After a certain time, if nobody needing an accessible room has booked for that cruise, the rooms are made available to the general public.  

Rooms are larger for the same price -- consider it a bit of a free upgrade.
